About TSO Auction BV
General
In the dynamic electricity market the need has arisen for a method for allocating transmission capacities on the cross border interconnectors. Especially between the Netherlands and the neighbouring countries the request for a method was strongly heard in the market. For that reason in spring 2000 the four concerning Transmission System Operators decided upon the joint auctioning of cross border electricity transfer capacity. The four TSOs are the Belgian ELIA System Operator NV, the Dutch TenneT and RWE and E.on Netz from Germany. TSO Auction is a wholly owned subsidiary of TenneT. They have commissioned the carrying out of the auctions to TSO Auction BV.
Activities of TSO Auction BV
TSO Auction BV auctions the available cross-border electricity transfer capacity in three different kinds of auctions, namely the Day, Month and Year Auction. Above mentioned auctions include the auctioning of capacity in each of both directions of each of the Interconnections. Meaning capacity for transports from the extra high-voltage grids of: ELIA to TenneT, TenneT to ELIA, E.on to TenneT, TenneT to E.on, RWE to TenneT and TenneT to RWE.
Day Auction
In the Day Auction participants can obtain capacity per hour for the next day. This auction is electronic, so bids come in through a special secured system, called CPS. Every morning at half past eight the available capacity is published on this website under Capacity Day Ahead. Until nine o'clock participants have the possibility to send in or adjust their biddings for the transport of the next day. At nine o'clock the actual auction takes place. The prices are formed and the capacity divided. Participants will be informed about their results before nine thirty. Both prices and obtained capacity per connection are published on this website under Results Day Ahead.
Month Auction
Every tenth working day of the month this auction is held. Since the Month Auction November 2001 the auction is electronically in order to obtain capacity for the next month. The capacity will be obtained for every hour of the month. A few days before the auction participants can send in their biddings. These biddings have to be in before noon the day of the auction. Within 2 working days after the auction participants will be informed about the outcome. The results of the Month Auction will also be published on the website.
Year Auction
At the end of the year the auction will be held for the capacity of next year. At this auction participants will obtain capacity for every hour of the next year. Similar to the Month Auction, this auction will be held electronically.
Resell or Transfer
In order to use the total available capacity TSO Auction BV offers the possibility to return or to transfer obtained capacity. When a participant has obtained capacity at the Month or Year Auction which they do not wish to use, the participant can transfer the capacity (or a part of it) to another registered participant or resell capacity to TSO Auction. Capacity from resells will if possible be added to the capacity for the Month Auction otherwise for the Day Auction. The revenues of the capacity that has been sold back to TSO Auction benefit the original participant.
